COMPASSbyCL Corporate Affairs is designed to rationalise, synthesise and centralise the work that underpins effective public affairs advisory. The platform helps practitioners identify the topics that matter, track files from the earliest Commission consultations through to the full legislative procedure, and map the relevant stakeholders around each dossier — so that engagement can be better prepared, better documented and, ultimately, more impactful.
Public affairs advisory, whether practised in-house or as a consultant, relies on a substantial body of preparatory work: legislative tracking, identification of relevant actors, mapping of positions and influence, outreach logging. In most organisations, that groundwork is fragmented across browser tabs, email threads and hand-maintained spreadsheets, time-consuming, and insufficiently structured.
Compass Political Intelligence Platform modernises the practice of public affairs through the measured use of artificial intelligence and digital structuring tools. One evening, I realised I could no longer bear losing so much time jumping from one institutional website to another for my monitoring and follow-up work, and spending hours behind the scenes building stakeholder maps in spreadsheets and Word documents! Compass was never conceived as yet another gimmicky SaaS subscription to pile on the stack, but as an indispensable working tool, comprehensive and complete, built to gain in productivity and in substance. The ambition I carry through the development of this service is to help practitioners finally overcome the time-consuming, draining back-office frustration, to refocus on the heart of their craft, in a spirit of fraternal cooperation among peers, so that their public affairs strategies can have even greater impact.

Live tracking of legislative files from the Parliament's OEIL database, with direct access to MEP amendments and the underlying Commission text. Each tracked file is enriched with a forecast of its next legislative steps and likely adoption date, computed by an in-house model calibrated on the previous EP mandate. The platform also surfaces the Commission's Have Your Say portal of public consultations and calls for evidence — the pre-legislative space, outside the formal lawmaking procedure, where stakeholders shape the early framing of EU initiatives.
Identification of the stakeholders who matter most around a file — rapporteur, shadows, EP committees, Commission DGs, Council working parties. Each actor is weighted by influence and qualified by their stance on the dossier (support / neutral / oppose), so practitioners can distinguish primary targets from peripheral observers and prioritise where engagement effort will pay off. GDPR-compliant by design, sourced exclusively from publicly available transparent registers.
Structured logging of meetings and exchanges with rapporteurs, shadows, Commission desk officers and Council representatives. Tracking how messages are received, evaluating outreach effectiveness over time, and consolidating a shared institutional memory that survives team turnover.
Compass relies on Mistral, the European AI provider. The model can be run locally via Ollama on the user’s own machine (default), or accessed via Mistral’s European cloud API as an opt-in alternative. Either way, sovereignty is preserved by design: data either stays on the practitioner’s device, or is processed within European infrastructure. Never beyond. The practitioner always holds the pen: AI suggests, you decide.
At the heart of Compass is a personalised radar. You pick one topic from a curated catalogue of EU policy areas, optionally refine it with keywords, and the platform delivers automatic tracking of legislative files as they progress, matched continuously against the institutional sources. You monitor, you track, you decide.
Everything is built on the collection of publicly available, relevant data from official institutional sources (Commission, Parliament, EU Transparency Register). Positions are analysed through modern, GDPR-compliant mapping tools, in line with the sector-specific framework recognised by the CNIL for the public affairs industry. The user retains full control over what is pulled and how it is used.

Compass is designed for professionals across the full spectrum of the public affairs and institutional relations ecosystem: in-house public affairs teams, consultancies, trade associations, think tanks, NGOs and any organisation whose work involves engaging with policymakers.
Because Compass is built and operated by a working public affairs consultancy, access is granted in strict compliance with the ethical rules of the profession, and subject to compatibility with the consultancy's and its clients' professional engagements. This is a deliberate choice: we would rather decline an account than risk a conflict of interest with the work already entrusted to CL Corporate Affairs by others.
In practice, account requests are reviewed on a case-by-case basis. For most prospective users this is transparent; where a potential overlap exists, it is discussed openly before any access is granted.
Public affairs and institutional relations is a profession we know: we practise it ourselves. Because of this, we also know very well how fundamental discretion and trust are in our work, not only as principles but also as working conditions. We also believe, firmly, that a tool serving our profession must itself embody these commitments and ethics.
The files you follow are, by their very nature, profoundly sensitive: the positioning of stakeholders, the assessment of their influence, the engagement you build with them. All of this must be your data. And yours alone.
In every case, we commit never to consult the data you enter into this tool, nor to reuse it — even indirectly — in our own consulting engagements at CL Corporate Affairs, and we state these commitments expressly in our Privacy Policy and Terms & Conditions.
For users who wish to reinforce these commitments with a technical guarantee, Compass offers an optional end-to-end encryption mode, activated from Manage my account. Once turned on, your notes, stakeholder mapping, attributed positions, private comments, priorities, and the very list of files you track are encrypted in your browser before being stored, with a key derived from your password. We cannot access them ourselves either.
That cryptographic separation is mathematical, and is by design, more robust than any separation between corporate entities could be: when end-to-end encryption is on, the very same structure operating both activities cannot read what you write.
The conviction that this is the right answer to any confidentiality concern comes from being both a public affairs practitioner and the mastermind who designed the tool.
